I guess Arctic is the person in charge of such a thing (and does his job more than great), but when he is on holiday or something, we .commies don't have access to the news unless we log in from .ru and translate the page :/.
This can be a problem and is not only a matter of jealousy or somethin'. Last two tourneys (mixed and minor) have not been announced oficially in .com, thus if u don't check forums or tournaments tab often, there is no way u realize something like that is going on. This is bad by itself.
I don't think it's too difficult to find somebody willing to do this, maybe when there is storyline it may be more troublesome, but short, direct news to announce mini balance and tournaments should be mandatory. We have good people developing nice things like the english version of HWMdaily, I'm sure somebody will be happy to help .com community to feel less abandoned :P.
