For a level 15, Flame dragger stats would be : +4 Atk +1 Ini +5% Fire damage
Compared to Obsidian Shield: +1 Atk, +4 Def +10% Ranged damage defense,
Obsidian Shield looks better in PvP and you have hunter artifacts for hunts.
flame dagger is for factions that get to attack first. Otherwise shield is better. | for Lord vishnus:
