i think mercenary units are altgrade of knight and rebels are altgrades of recruits but i am not sure about it.

You can get them starting level 5. Each level gives you 5 talent points with the exception of level 5 which gives 10. There's no way to get more talent points other than the ones you get for levelling up. |
