Because they have already done the work on .ru and the only thing they have to do is to translate. Lot of the players of this game are russian and have a great knowledge of the english language. I'd like to know english as good as Shebali, for example.
There is not "work" to do to put the .ru stuff on this server. You only have to translate. Lot of us (I can't, I don't speak russian) should make translations for free or for a few gold (in game gold). So free cash for our admins without further work to do...
