Nope. It was 1 ap before. And I'll prove it.
Take a look at the witchHammer site. It says 1 AP. Of course, this can be rendered untrue if the owners of witchHammer had updated the site, so no good.

Now, the Grand update 2 was brought on during 19 October, 19-10-10, lords of war and money time. At best, it will be a day's difference, definitely not 3 months, therefore I'm sure we can all agree that the cached version was taken before the grand update 2.
So, lets take a look at the AP of leather armour before the grand update 2.

Wizard talent tree requirements have changed. You now need a level in the outer circle for every talent picked in 2nd outer circle. For example, if you want both wisdom and mana recovery, you need advanced sorcery not just basic sorcery. Add concealed knowledge and you'll need expert sorcery. Chaos and Holy talents work the same way. |

You can read: The amount of chosen secondary talents within a sector cannot exceed the amount of chosen primary ones. Thus, the maximal available amount of secondary talents to choose in any one sector is three.
Moreover, in order to learn a secondary talent from any circle, you must have (circle number)-1 primary talents of that sector learned. Thus, in order to learn the fourth circle talent, you need the expert primary talent of the same sector. |
