Will these new facilities improve economy? I tried 7 areas right now, but can't enroll in any of them (I could only after buying resources from facility)

Almost everytime i can enroll production facilities after admin add lot of production facilities. :D |
Yes, I already do.
But till some week ago I could enroll almost anywere, anytime.
Now I must calculate times and wait for facility workshift ends...
And many times there is no money-available facility at all, nowadays, in some area. |
