-B1: Server wipe. All characters start over, making the FSP ratio same for all and totally fair. Of course, all players would hate this, and I'd be killed for being the one that suggested it.

- B2 (My main idea): Allow the player to set their own FSP ratio, to some extent. The player would choose (in personal settings) the distribution ratio on a percentage slider. You could choose 50-50, which would make a 2000 exp battle yield 1000 exp and 0.5 FSP. If you chose 80-20, the same battle would yield 1600 exp and 0.2 FSP. This would allow players to set the FSP gain higher to catch up with players that have gained an advantage from using 'exploits'.
Some limits are needed to avoid changing the game too much. A cap on FSP based on combat level has been suggested before, and would work well here. Also, the flexibility of the ratio could be limited for lower levels, so players don't stay below the AP limited levels for too long. And allowing 100-0 distribution could be disallowed, making some maximum limit. But the idea is to allow players to reach the maximum FS level for their combat level if they are willing to spend the time to do so, so they won't be at a disadvantage against players that benefitted from tactics that are no longer avaliable.
I agree that limits are needed, but i dont really think that one of those suggestion would solve it
