You cant have everything.
Do mercs missions (like everyone = over-populated district) OR stay away from crowded yellow lake for easily available mines.
This compels people to move and get ambushed.

just "live" somewhere like East Bay, where there is a lot of facilities to enroll and when you want to do mercenary quest, just travel to YL. If you're afraid of getting ambushed, just travel like this:

| There are 3522 workplaces and about half of them are in well-funded facilities and this exceeds the number of players even at peak times. If we need anything, it is players who buy from the other facilities, not more facilities that produce more stuff that nobody buys. |
