tier 2 : splitted bowmen, toe to toe they beat rogues if properly placed and there isn't hero assist on clearing the "block"

alas, depending on placement/ combat level ( as per amount of creatures), crossbowmen would probably be a bit hostic for shrews.
take level 7 for istance if they are bought with diamond upgrades: that would be 29 shrews against 80 crossbowmens if both where with rally, suppose both split ( say, 4 stacks?), in that scenario shrews would have to get morale on all their stack to get in melee, otherwise they would be just shooted/meleed by the sheer amount of cross |

They are balanced. If they weaker, you can recruit them more or take more troops other level.
In one case you would prefer for example crossbowman (mercenary quests with monsters)
in another shrews (hunt against golems, swordsman), in another guardian with escort, etc. |
