The answer is simple. The moderators don't "chase" people. They make sure everybody obeys the Forum Rules. And they certainly do not or cannot block players. They are empowered only to ban players from the Forums or Chat for a period of time depending on the level of the rules infraction involved.
The message sent by this player was almost a cut & paste of a typical "Nigeria Scam" email, suitably modified for LWM.
If you ever get a PM, email or any other message similar to this you should beware. Someone is trying to rip you off.
