Well after thinking a lot the main reason to bring back theiving is to make stability in.....Economy.
It goes like when theter is theiving, there is a need for buying arts.Even when they buy from market, the seller Does buy from a facility. And when they do Buy from Facilities, some need Buying Resources. And all this Makes the ecomony flow.
