With low SP, yes, magic arrow is much more effective than other spells. However, from 8 SP on, you start seeing the power of ice clod being much stronger and, a little later on, lightning strikes like no other..
Then consider that magic arrow is sometime your only resort against some creatures (like enchanted gargoyles).
