Okay, I've taken a closer look and it looks like lubu67 and rubber67 are just the tip of the iceberg.
It looks like the main players are Burbuliukas and Gear, with assistance from Lightas, Aurelija and minor bit players like lubu67 and rubber67 (these bit players are probably "disposable" accounts intended to take the fall while the money gets transferred to other accounts).
Of particular interest is the recent activity by Lightas with Clans #524 (https://www.lordswm.com/clan_info.php?id=7524) #594 (https://www.lordswm.com/clan_info.php?id=7594) and #614 (https://www.lordswm.com/clan_info.php?id=7614). On 6 March 2010 Lightas deposited 327K gold into the Clan #614 account. He then immediately withdrew 164K gold from #614 and deposited it into #524 (#524 is apparently the "personal bank account" of Gear. This essentially translates into an illegal transfer from Lightas to Gear of 164K). Lightas then withdrew the remaining 163K from #614. He then deposited 170K (and soon after another 16K after selling elements) to #594. Both these amounts were immediately withdrawn from #594 by Burbuliukas who had "Treasurer" access to the clan accounts (this amounts to an illegal transfer from Lightas to Burbuliukas of 176K). Clan #614 was soon after transferred to Burbuliukas. Burburliukas then desposited 175K into #614, presumably using it as a "personal bank account" in a similar fashion to the character Gear.
Also involved was Aurelija (https://www.lordswm.com/pl_info.php?id=4618766) who transferred 111K gold into the #594 clan account which was withdrawn soon after by Barbuliukas (all this happened on 1 March 2010 and amounts to an illegal transfer from Aurelija to Burbuliukas).
So, ultimately, Lightas (https://www.lordswm.com/pl_info.php?id=4674715) transferred 164K to Gear (https://www.lordswm.com/pl_info.php?id=4419803) and 176K to Burbuliukas (https://www.lordswm.com/pl_info.php?id=4701565). Gear and Burbuliukas soon after transferred this money to clans they are using as their "personal bank accounts", presumably as a way of concealing this illegally gained gold. It appears that Lightas initially gained most of his money (the 327K) from transfers from other characters to the #614 clan account. As far as I can see these transfers were all pretty much 100% transfers, exceeding the limit allowed for transfers to clans.
The first 100% gold contributor to #614 was Bronx1998 (https://www.lordswm.com/pl_info.php?id=4656262) with a transfer of 75K gold on 25 February 2010. The next was Lubu67 (https://www.lordswm.com/pl_info.php?id=4652052) with a transfer of 100K gold on 26 February 2010 (this money was mostly the money stolen from zure with a scam by rubber67 which was then transferred to lubu67). Next was King25Naruto (https://www.lordswm.com/php?id=301900) with a transfer of only 23K on 26 February 2010. And finally there was a transfer of 100K from light-breaker (https://www.lordswm.com/pl_info.php?id=4632751).
So almost 300K of the 327K that was accumulated by lightas was likely illegally donated by others through Clan # 614. This money was then split between the characters Gear and Burbuliukas who both are using clans as "personal bank accounts". Burburliukas also received 111K illegally from Aurelija. Nowadays it seems that the purpose of many non-Military clans is purely to enable illegal transfers without leaving an obvious trace in the transfer log of the characters involved.
There is other incidental activity by these and other characters, adding up to a sizable network. I really hope that something is done about such cheaters, hopefully in the not too distant future. *Sigh*.

After reporting Barbulikas to the head of the military clan he had joined, he has left the clan and transferred all the money previously held to Clan # 594. This money has been withdrawn by Masterhunter_24 (who now holds ownership of Clan # 594.
Both Gear and Masterhunter_24 have recently gone on a big spending spree - presumably to conceal the large quantities of money that they have had transferred to them. Buying essentially a full steel set and large quantities of resources have left their Gold balance depleted, but really doesn't do anything to conceal the original illegal transfers.
