It's only partially illegal. The amount I sent was in fact 30% of Nemesis_Ryu's total wealth at the time after receiving gold from my alts through Kyusawa and her alt. Don't like it? Tough.
The loopholes I used to safely move the rest of my gold aren't illegal either.
