Actually this isn't the suggestion at all. Beside the fact that this way people would be doomed if they lose their email-address. (E.g. Hotmail is deleting accounts after 1(?) Month inactivity.)

If e-mail can't change then pass can always be recovered by true owner this is brilliant idea
