i would assume that "dept" means debt. Is it legal for anyone to take clan's money and use it for personal reason.

A clan cannot be transferred with +ve gold
and if a ex leader wants 2 transfer leadership and takes out the gold fr the same and does nt return it after transferring, I dont think its illegal

Just in case you dont know this rule
3.27.1. Clan ownership can be passed to another character free of charge only. Clan treasury must be transferred to the new leader and deposited in full to the clan treasury |
