My Genies cast "Curse" on a middle stack of skeletal bowmen 3 times in a row! If I remember right, Genies never cast the same spell on 1 stack if it is already under its effect (exception is Disruption Ray). | Maybe it's a feature.
I mean, you can't cast on undead : {Poison, Confusion}
So, since that stack had already curse and delay, the only spells that could further apply are : {Disruption Ray, Weakness}.
So, to clear out if this is really a bug, you need an answer in this question : "has anyone seen Genies casting Disruption Ray on a stack with less than 5 Defense and Weakness on a stack with less than 9 Attack ?"

All had multiple cast of Curse.
Having watched all top 3 hunt records for farmers, imps and goblins (who have similar stats of Attack and Defense to Skeletal Bowmen) :
Never saw a Disruption Ray or Weakness cast (and there were a lot of cast in those 9 hunts), I assume this is not just a coincidence.
On the other hand, in a Hunt against hobgoblins (Attack 4 and Defense 3) I've seen both cast of Weakness and Disruption Ray.
Conclusion : Maybe (we lead to conclusions through hypothesis and experiments), weakness and Disruption are meant not to be cast on creatures that have low Attack/Defense. 2 Attack is lower thatn 3 (the least effect a Weakness at any Talent level can do) and 1 (or 2) Defense is lower than the 3 (the least effect a Disruption at any Talent level can do). Maybe AI doesn't want to cast a spell which won't have a good effect on the stack. Then again you can say "Yeah, but casting the same spell ?", well, casting the same spell will extend its duration and the spell will have its full effect instead.
Again, all the above are just observations, not proofs. I think it could be a reasonable scenario for a featured performance.
PS : How bored could I be to do all this stuff ? ... damn ...
