when server merged Arctic talked about an automatic bonus of fsp in each combat to fill the gap between RU players and com players
but now after a while playing with both players only ru players have this bonus

The lower limit for lvl 15 as of today is 5095. ( http://lgnd.ru/stat/average )
So, anyone who has total FSP lower than that will get bonus FSP.
He has only about ~4600. You on the other hand have much more FSP (~7000) than him, though lesser than the AvgFSP.
The average for your CL can be found in the above website. But only the ones who have FSP lower than AvgFSP/1.6 will get bonus. |

No point in looking at the 13043. It doesn't mean that if you have 7000 FSP and an other CL 15 has twice your fsp (14.000) that you receive bonus. Only and ONLY if you're FSP is below 5095.
