I'm pretty sure I didn't switch location at that time. I usually only move around to do a quest or enroll when there are no slots left in East River. I think this has been in effect since September of last year even before the merge. My memory might be wrong but I do remember considering starting a thread about the increased hunt frequency last year. Here's another one, this time 27 minutes from end to end:
