The following suggestions are inspired by the update of Tactician sets recently.
All hunter sets (H/MH/GH/BB/Forest):
5 items:
+1 Attack for each level of your HG
8 items:
+1 Initiative for each level of your HG
Thief set:
9 items:
+1 Initiative for each level of your TG
Plunderer set:
9 items:
+1 Attack for each level of your TG
+1 Defense for each level of your TG
Ranger set:
9 items:
+1 Attack for each level of your RG
+1 Defense for each level of your RG
Mercenary set:
4 items:
+1 Attack for each level of your MG
+1 Initiative for each level of your MG |

That would be nice yes, although the hunter sets I think aren't really outdated, they still perform well for niche use against neutrals. The other sets definately could use a boost.

Lost of sets are already like that or worse like recruiter or tactician. |
| Tactician arts should provide additional buffs imo... Their design is pretty good for the subpar stats they offer. |
