Another level up = harder Watcher guild
Maximum stats for pve is 40+ for attack or defence. On level 12 it's 30+.
Anti-faction skills is irrelevant.
How to win. I don't know.
After playing for 5 months, I will took a break from this game for good.
Maybe I will return in July or maybe I don't.

even with my really strong character on 18 i use best arts for my level and swap factions to get the best matchups for my current wg quests.
Its no wonder you are losing wg with no anti and budget arts. | for slayerofall:
same i swap characters and change strategies, no work for all | I still think you should have worn better arts for WG, for example pendant of wrath instead of locket of crystallized tears. You are playing some sort of weird hybrid build, which makes your both your offense and casting weak instead of just focusing on offense. I stopped using cheap arts for WG around level 12 and 13 as well, and my character was pretty strong at that level.
If you had used the following artifacts:
Headgear - Obsidian helmet
Necklace - Pendant of wrath
Armour - Full mithril armour
Weapon - Obsidian sword
Dagger - Mithril dagger
Footgear - Obsidian boot
Ring - Mithril ring (x2)
Your character would have 40 attack and 32 defense, instead of 30 attack, 23 defense and useless spell power and knowledge
Could have experimented with different talents for different WG quest as well, or even switched to tamer DE
At higher level, hunts and mg will start to get harder and harder as the easy combats had already been completed, so you should have participated in events as well to get guild points
