3.13.5. Additional characters are not allowed to buy avatars (even at the expense of the main character) or any similar game services provided by other players.

It was more popular back in the day but you can set an avatar image in your personal info here:

In appears on the personal info of the player e.g., in my personal info there is a dog in headphones dancing to a tune.
"at the expense of the main character" means if you pay someone gold to make you an avatar from your main character and they make it for your additional character. This is prohibited not only for avatars but for other services a player might offer e.g., poems, some other art stuff etc. |
Ohhh!Okay,now I get it!yeah that seems much more reasonable than buying just images from the developers them selves for real money!
My self I creat my own avatars ,they give a bit more character to account!Thanks mate |
