You have to wait 40 minutes with 0 reputation, or 20 minutes with reputation 10

Are you sure ? Whether you fail or success a quest, waiting time should be the same (40 minutes). If you decline a quest then the waiting time is 20 minutes.
For caravan quest, you can accept and attempt it even if your troop readiness is less than 100%. You will start the battle with full troops. |

| i never met a caravan quest... in the meanwhile i amanged to beat some armies, quite a lot of vanguards, some raids and even one brigands assault... :P |

It fluctuates depends on success/fail/decline. I used to have reputation 10, but now drop to 0 :( |
