| if i am a necromancer lvl 3 and change to wizard lvl 1 can i up my hunter skill on necro to lvl 2 even know im a wiz lvl 1? | You will only gain the appropriate race exp in accordance to the race your using.
e.g. When your using wizard, you gain race exp for wizard class | I'm not sure I understand your question, but I'll explain a little...
Hunters Guild-points stay the same even if you change faction. So you can raise the HG-points as a Wizard.
Faction Skill-points are unique for the races, so you will raise Wizard Skill when you play as a wizard.
