If I enchant any item, you will pay back 1500 per %?

Armor modifications:
I 1200 gold per 2%, i.e. 1200 gold per element.
For 1% decreasing attack of charging stack, which requires 2 elements, I pay 2400 gold.
Jewelcrafting:
