Arctic selects people, then they get a trial period, and if they succeed, they are in.
At least, thats the way it went for me | 1.5. Moderator's actions can be disputed by putting in an application to the game Secretary (thread link and detailed description of the application cause required).
5.2. A moderator can be wrong. If you suspect he or she is, c.f. par.1.5.
