This part is just an extra Crazy Idea.

•Now here comes the tricky part, we would get bored of the deck pretty quickly right? So each player should be able to ADD 9 extra cards to their deck, (Making a 30 card Deck.)

•These cards can be earned through leveling up in the gamblers guild 1 card for every level 1-5 2 cards for levels 5-10 and 3 cards for levels 10-15 with each level giving a selection of higher tier cards, these cards can the be bought through other players, with the higher tier cards being more rare. (Give or take, these could be earned through other ways, I’m just giving examples.)

•The Basic 21 cards will remain in the deck at all times and can not be sold, Nor can you have doubles of any other cards in your deck.

Now you might all think I am insane by now, but I had TOO MUCH TIME to think, when I came up with this idea, lol.

Give me your comments, I’m sure you all have many critical comments about this, so hit me with them! :P

though for some factions (demons, for example) don't get ranged units until level 5, and necromancers don't get them until 8 unless you upgrade, which wasn't part of your plan to include any upgrades.

if you can account for them then I have no problems
The 5 variables I had suggested be counted were Speed, Initiative, Attack, Defense and Hit Points, As like you said, not all factions have ranged troops, And these five Variables can be counted, and every creature has them. (I Think :P )
Bandit - Attack: 3 Defense: 3 HP: 10 Speed: 5 Initiative: 10
Skeleton - Attack: 1 Defense: 2 HP: 4 Speed: 5 Initiative: 10

Rogue - Attack: 4 Defense: 2 HP: 16 Speed: 7 Initiative: 14
Zombie - Attack: 1 Defense: 2 HP: 17 Speed: 4 Initiative: 6

Tamed minotaur - Attack: 5 Defense: 2 HP: 31 Speed: 5 Initiative: 8
Ghost - Attack: 4 Defense: 4 HP: 8 Speed: 5 Initiative: 10

How is this balanced?
Well you have exactly the same 21 cards as your opponent, and 5 in your hand. Some would say it is a game based on luck, I would agree.

The 5 in your hand could be all High HP Like Tamed Minotaur, but that wouldn't matter if Hp didn't come up and Defense did, while the opponent has high defense cards like Ghost.

Maybe this is getting too hard to explain?
What Dizbe is trying to say is that you will have ALL of the factions in your deck, not just the one you are XD
