If your in Great Capital, you can't sell to a facility at Yellow Lake.
Second, if you've ever bought anything from facilities before where it has the zero in a bright white rectangle, it appears the same for when the facility is going to buy.
Only machining and production buy resources. And the link that is provided by sry is an excellent and most effecient way to see where resources are needed.

Also, the buying price is non-negotiable. And you can not sell past the amount that they need. After a certain amount, the facility will not buy anymore.
