I think it should based on repair cost. Is there a formula for this?

1 smith guild = 4000 gold = 1 hour repair.

so using this formula,

hunter arts cost 400 gold repair, give you 0.1 SG point and take 6 mins to repair
and SoM costs 11760 gold, give you 2.94 SG points and take 2 hour 56mins to repair
