How does this actually work?

this doesn't sound right. A friend of mine joined and he is level 4 and going now, almost 5. I have gotten a total of 3050 as bonus so far.
This doesn't sound like "30% gold of all his or her bonuses and rewards"...I am sure he has made a LOT more than 8000 in gold since he reached level 2 till now?
Does it mean 30% of gold he/she has when they reach a new combat level, in reality?
