Dear Clan Leaders,
I have a suggestion for you. Could you create a new clan called something like "Leaders of the Empire"?
Entry requirements would be for clan leaders ONLY (which is why I cant do).
Voting rights would be for clans with 50+ members only AND only 1 vote per player regardless of how many clans they lead.
This would be an administration clan only with no taxes and entry fee to just cover costs of invite / setting up clan (e.g. around 600g).

- Each clan leader who signs up would agree to work against cheating,
- They would agree to evict any PROVEN major cheats within their clans,
- They would agree to fine minor cheats with a set fee to be transferred to Empire OR face eviction.
- They would have smiths, enchanters, etc in their clans to offer their services as they normally do to anyone in a member clan. Anyone else, (level 6 or above), would have to pay a premium to use services, maybe 1.5x cost. Any PROVEN cheats would be denied service.
- Clan info page would list all "certified" clans
- All members would have herald rights (if this is possible) and clan chat would be a place where ALL leaders could meet to discuss important matters and help direct game with other leaders.
- Maybe have monthly meetings.
- This clan's leader would be a nominal post with no direct control over members.
- Any decisions regarding members, evictions, etc, would be made by a majority of leaders agreeing.

Aims would be:
- To help discourage cheating and make it less advantageous.
- Would give a more powerful combined voice admins letting them know what majority of players on the server feel is important or is needed.
- Would encourage and provide another benefit for players to join a clan.
