Harrassment in battles

I want to complain about being harrassed during a combat by players who were not even in the battle.

You can hardly complain about them from having a conversation in battle chat while you didn't even take time to tell them they annoyed you.

However, you don't complain over imperians doing flood in the very same battle o_O
