If it is you casting both times than no. Dispersion from an ally to an allied stack will remove* negative a affects. If you cast it on an enemy stack it will remove* positive effects.
*Note: It is not 100% success rate. |
| If you cast Dispersion, it will remove only harmful spells. If enemy casts Dispersion, it will remove rapid. |
