i was in merc. quest what i have finished. if i try to help somebody then lvl 9 comes up, if i try to create a duel then it is forbidden :DDDDDDD
so i am waiting until next hunt and will level up....

| Not really sure, cause I was referring if you already got negative experience from tournament, but it could be it. |
