As you can see there , no speed will added even you reach Lvl 9 with FSP.
Initiative is turning speed. But not a Speed. Speed is a number range of Boxes tiles can be moved by a creature.
Also , you should ask on Queries and Help . |

a wizard could put mini artifact and give +2 speed |
