It's not random at all.
The first raise goes to creature with more HP. So, if there are Ghosts (HP 8) and Zombies (HP 17), Zombies will be resurrected. |

| @3: suppose there are 25 ghosts and only 4 zombies - ghosts have higher health total, but 1 zombie has higher health than 1 ghost. will zombies still be raised? |
for qulows:
Not total HP is taken, but base HP of the creature (with Raise/Vitality modifications).
For example, if you have both Ghosts (HP 8) and Sceles (HP 4) killed on the same square, it will work this way:
1 Raise - Ghosts (8 > 4), their HP becomes 6
2 Raise - Ghosts (6 > 4), their HP becomes 4
3 Raise - if I remember correctly, still Ghosts (4 = 4 but they are higher tier), their HP becomes 3
4 Raise - Sceles (3 < 4), their HP becomes 3
