Guys which talent is good for putting creatures back on atb(delay like effect?)

dominion of frost
Please explain these two talent effects SIMPLIFIED! | Dominion of tempest
30% of accumulated "initiative" is lost, so it works best when a stack almost has its turn, and does practically nothing if the stack had just made its turn.
Dominion of frost
Stack stop accumulating "initiative" for 0.3 combat turns.
Both these work differently, but Dominion of froze always work better on units with higher than 10 initiative (parameter). | okay thanks!
