30% of accumulated "initiative" is lost, so it works best when a stack almost has its turn, and does practically nothing if the stack had just made its turn.

Stack stop accumulating "initiative" for 0.3 combat turns.
Both these work differently, but Dominion of froze always work better on units with higher than 10 initiative (parameter). |
