| what is the best artifact can a wizard have??? | It depends on how you define "best artifact".
You didn't mention if it's for your level or for any wizard, either.
But anyway, for wizards of high levels, the Ruby quarterstaff gives +1 defence, +2 spell power, +2 knowledge and 10% pierce through magic resistances. Costs almost 52k gold. For your level, wizard or not, Reprisal sword is the best artifact you can have. It gives +2 attack and +1 defence. Costs almost 3900 gold.
