Girls will rarely date their friends.
If you want to date her then you need to make this clear to her. If you try and become friends first then she wont see you as a potential boyfriend.
Just come out with it and ask her to go somewhere nice with you (somewhere public and with no pressure), what does she like doing? Bowling? Sports? Park? etc. It does not need to be somewhere expense but just somewhere that shows you know her likes and have thought about it.
If she says know then at least you know where you stand and can still try and become friends but dont expect it to lead anywhere else other than just friendship.
If you are really lucky then you will get the chance to get to know her better.
