Following rule 3.6.1-
Donating on other players' behalf for them to get diamonds in exchange for their in-game gold is illegal and will be prosecuted as violation of 3.6.

Is it legal to give diamonds for FREE to another player
E.G. A gift, b-day, etc.

Diamonds are not trasferible like other resources
so it's impossible to give diamonds to other players

the only way to get diamonds(we repeat this a lot of times) is this
