If someone in a battle waits until the last 3 seconds to move, even though the battle is "over", and there are only 1-2 units left on the battlefield, is there some official rep. we could appeal to to join the battle and take notice of this as an official offense (bad sportmanship)?

I suggest you read through the local rules: https://www.lordswm.com/forum_messages.php?tid=1853328 | Hmmm.... Agelage, if you don't know, please refrain from posting/answering, instead of directing me to offline post-infraction system (which C&A is).
It is useless reporting this kind of infraction in C&A, since one (official rep.) must notice it WHILE it is happening (the system does not record these intentional delays). Any report AFTER it has happened bears no irrefutable proof! (but you already know that I guess...)
And thanks for USELESSLY pointing me to the rules too! There is no paragraph in the rules that deals with the aforementioned type of infraction specifically. Did you read them?
