If you mean spells higher than 2nd level, you need to have the appropriate Basic magic Talent or better (Basic Chaos Magic+ for Fireball, Basic Nature Magic+ for Summon Phantom, etc).
Alternatively the Talent Wisdom, in the Sorcery Talent "Wedge" can give you all the 3rd level spells for schools that you have access to.
