Connecting multis through invitation program is allowed and legal

I am sure the secret lies in the IP check. He made three characters and immediately started reporting people using all three. At the time he didn't declare a main character or sign his alts.
Whoever he is, maybe he was blocked for some reason with an old character who has a bad history? No way is this his first go-round in the game. So thisthatman....who WERE you before you made these accounts?
