| i have sent a message to the secretary about my friends unblocking when will he take any step or reply about this? |

U might as well put what u have just typed above into the mail and send it to Secretary.
We aren't Secretary. Not him. We have no idea whether he is in the mood to reply you or whether he will unblock your friend.
Just take note of one thing under the Secretary's profile:
"- does not have constructive appeals (e.g. "I know I have broken rules, I read them now and I promise I wont break them again plzzz unblock"). Such messages are deleted and their authors get blacklisted."

"I do _NOT_ possess the mighty UnBlock button - Block I have but UnBlock not! No idea when I have one." |

the time taken may be different time to time. Just wait until something happen, nothing else to do.
