Read in his profile:

However you will get no reply if your message:
- is abusive/impolite
- has no subject
- is too emotional or contains senseless information or is sent without including related links
- contains a copied text of message from other player instead of forwarded message (in order to forward a message, click "Reply", replace the receiver's nickname with "Secretary" in the "To:" field, add any optional comments toe the "Message" field and click "Send")
- does not have constructive appeals (e.g. "I know I have broken rules, I read them now and I promise I wont break them again plzzz unblock"). Such messages are deleted and their authors get blacklisted. |

Though there is no Official Formula to calculate the probability ...
This may be considered as a rough guide ( for want of better one)
Unblock Probability = (N/B)*{T/100}*M
N= Nature of Crime
B= Begging quotient, ie how well you beg.
T= Time elapsed since ban.
M= Mood of the secretary.

for my question one friend rote this
in these i brocken some rules.
i asked some one for money.
and i got barned.
but i done nothing bad to Mood of the secretary or a nature of crime.
my blocked accounts name is athultravolta.
i got a real brother named retul travolta
he made some extra accounts and
sent some money to him and and 4 me.
so he got a fine for that.
but i dnt understand why i got blocked.
i havnt got any messages fron administretion.
