The only reason i can think of is that your faction level is more than two levels lower than your highest faction level.
Therefor it wont let you create duels / group battles. But this rule only applies to tournaments (except for survival) as far as I know.......
So try to reach faction level 1 and then try again, that is the only thing i can think of |
