Authorgroup battle bugged??

i think is bugged cause i go to create level 3 against 3 level 2 optional, and i can only select for level 3 up........ it is like 3,4,3,4,5,6,7,8,9.... in the list of choose the levels

lev2 and lev1 can not fight lev3 and higher in group battles.
