Conspirator's quest, zombies never increased speed. Over 20 turns (or more)

It only happens in conspirator's quests: you can regain all your mana.
I'd consider it an undocumented feature (as there are many).

Okay dariel, good to know!

GKH, Thief Caravans are not neutrals, and their speed increases. So I'd say this is not about conspirators being considered neutrals or not (besides the fact that I think conspirators are neutrals: there is no heroe, and my wiz faction spell bonus works!)
