Ok so I've heard a lot about these things, and had hunches about them, but the thing is now I'm sleepy and can't even remember my hunches...
1) What exactly are they?
2) How can I make them?
3) Are they legal?
4) Can you legally buy them off other players?
Again I'm sleepy, so I may have forgotten some other questions that I wanted to ask about these, so please feel free to add additional info about them :D | Well, as in all cases, you need to first know something about the rules:
2.1. It is forbidden to use any wares to emulate the player's presence in game in any way, as well as any wares that prevent the server software from functioning properly.
2.2. Any actions leading to traffic increase or considerable server overload are forbidden. In particular, automatic and semi-automatic scripts referring to the database or running game mechanisms are forbidden. Before using such applications, it is recommended to contact the Administration through the Secretary and receive a special allowance.
3.24. There are currently no official clients, patches, scripts and other wares for this game. By downloading and installing any that pretend to be, you take a risk to lose all property and access to your character. The Administration will not claim responsibility for using such wares and recommends to restrain from their use.
3.24.1. It is forbidden to post links to any programs and scripts except those by LazyGreg, xo4yxa, HapblB, and Antviolence. Beware of forgery.
Warning! The Administration is aware of the above-mentioned players' productive works and does not prohibit their usage. However, the scripts are unofficial, we do not take responsibility for any issues that might occur during their functioning. Use them at your own risk.
As for your questions
1) What exactly are they?
They are javascript based so called "user scripts" for the Firefox addon called Greasemonkey.
2) How can I make them?
First of all, you shouldn't make them unless you are granted allowance by the admins. Since you don't yet know how to make them (I assume this true since you ask how to make them), they probably won't allow you to. To learn more about how they are made, you can view their sources (by opening them as text documents). Knowing a programming language (preferably an object oriented one) will help you understand how they work.
3) Are they legal?
You probably found your answer in the above quoted rules. Some of them are. The others are not.
4) Can you legally buy them off other players?
The only ones that are legal are the ones that are also free. If it involves buying them from someone, they are probably not the ones that are legal. So stay away from buying scripts from players because either they sell you the free ones or some illegal ones.
