I share your concerns.
This was a few years ago now when you could get a TGI at Thief Level 2 and 4.

Between Page 2 and Page 8 of the combat log there are a lot of Thief Ambushers between the same 2 "players" (I am 99% sure they are multis). In most (if not all) of these combats the Thief "victim" only moved locations with 1 unit.
There were at least 20 of these staged combats between these 2 "players", and was a significant contribution to one of the "players" getting her TGI at Thief Level 2.
The players were punished, but I was shocked by the amount i.e. only 1000 gold.
I spoke to one of the mods at the time, and they said if such combats happened more than twice a day it is not a coincidence. The quote form the mod "Also as for theif ambushes if you they ambush each other more than twice aday then that is coincendence and in such case i will defend you in the CaA if you make a topic."
